1. Registration
Within 10 days of their arrival in Germany, students assigned by the State government should register with the Education Office (section) of the Embassy (Consulate) in Germany.

If there is any error or change in the filling, it can be modified and updated after the tube teacher completes the registration review.
2. Enroll in health insurance
Under the German social Insurance law, foreign students must have valid health insurance for the entire period of their stay from the time they apply for an entry visa to the time they leave Germany. This is a prerequisite for obtaining a residence permit in Germany. Unjustified interruption of the insurance will result in the invalidation of the existing residence permit and the loss of health and medical protection during your stay in Germany.
Information about participating in the medical insurance can be found online, or from other local Chinese students or the department secretary of your school.
3. Apply for household registration
Please register at the town hall of your city (Anmelden).
4. Extension of residence permit
Please go to the local foreigner administration (Auslaenderbehoerde) to apply for an extension of your residence permit.
5. Pay attention to personal and property safety
During the period abroad, special attention should be paid to strengthening personal and property safety awareness, complying with local laws and regulations, familiar with the surrounding environment, and taking preventive measures. 6. Regular Contact with Family and Friends
While studying or working abroad, there must be family members at home who are concerned about you. It is essential to maintain regular contact and convey messages of safety. At the same time, it is advisable to strengthen contact with local Chinese student organizations and actively participate in beneficial activities to maintain a healthy mental and physical state and improve the efficiency of dealing with various emergencies.

1. Disbursement of Scholarship
The scholarship will be disbursed through a domestic bank card that was issued. Please confirm receipt of the card in the CSC system and activate the card according to the bank's requirements. The scholarship is disbursed monthly, usually around the middle of the month. If there are any problems, you can directly contact the CSC email jxj@csc.edu.cn or the responsible teacher for each area at the Education Section of the Embassy.

2. Submitting regular study reports
According to the "Regulations on the Administration of State-funded Outgoing Students", State-funded students and visiting scholars must submit regular study reports to report their study progress. Failure to do so will affect their qualification as a State-funded outgoing student, and may result in suspension of the scholarship and liability for breach of contract. Since the day when the publicly funded study abroad personnel left the country, visiting scholars, undergraduate exchange students, etc. shall submit their reports of study and research every three months (the actual time window shall be determined by the open time of the information platform), while publicly funded master's and doctoral students shall submit them every six months. Please upload the pdf files of the study and research reports and the comments from the supervisors in time on the CSC system (the report should be about 1000-1500 words long, and the pdf file size should not exceed 3M bytes).
The study and research report shall include the progress of fulfilling the study plan, including but not limited to the lab work, academic/courses studies or the number of classes attended; participation in academic discussions, lectures and conferences; research/study achievements or published articles; and the next stage of research plan, etc. No entire academic papers need to be submitted.
The comments from the supervisor shall be signed and shall include specific evaluations on the individual's attitude towards study and research, progress, teamwork, academic level, etc.
The template for the study and research report (which can be modified according to actual circumstances) is available in the attachment 1.
3. Vacation or study and research in a third country
National scholarship grantees who are studying abroad are allowed to take a break or travel to other countries (regions) for academic exchange, research work, etc. during their study period, provided that they obtain the consent of their foreign study unit before leaving the country. They should also report the trip in accordance with the procedures specified in the National Scholarship Program Management Information Platform and submit an application in the CSC system, uploading personal written applications, the consent letter from the German supervisor, scanned copies of electronic airline tickets and travel itineraries, etc. Upon returning to Germany, they should submit a report on their leave.
During their leave, if the scholarship grantees are still within the funding period, the scholarship and hardship allowance will be handled according to the following principles:
(1) National scholarship grantees who need to go to a country other than the host country for academic or research purposes can stay there for a maximum of 6 months (including 6 months) continuously. During their stay in the third country, they will be provided with scholarship and hardship allowance according to the standard of the original host country. The funding period will remain unchanged. If they stay there for more than 6 months continuously, the scholarship grantees should process the adjustment of funding standard procedures before leaving the host country, and they will enjoy the funding according to the standard of the host country in the third country, and the funding period will remain unchanged. 1. Returning to China (including Hong Kong, Macao, and Taiwan) for academic exchanges, research work, etc. will be treated according to Paragraph (2) of this article.
(2) For CSC-sponsored outbound students who leave their study country for other reasons during their study period, the sponsorship period will be calculated in 12-month cycles. If the student leaves the study country for a total of 30 days or less within each cycle, the scholarship and allowance will be paid as usual. If the student leaves the study country for 15 days or less within a cycle shorter than 12 months but longer than 3 months, the scholarship and allowance will be paid as usual. If the student stays outside the study country for more than the above periods, the scholarship and allowance will be deducted or returned from the day of exceeding the period.
4. Annual Review:

III. Change Procedures
Submit the change application through the CSC information platform, and submit the required application materials in PDF format online. The application letter and the consent letter from the supervisor must be signed.
If you encounter problems with uploading, please change the browser to Google Chrome or directly consult the CSC system technical support email: s_support@csc.edu.cn.
The Education Section (Group) and the CSC authorities will review the relevant application materials of the applicant online. Please follow up the feedback and opinions of the CSC system on the approval results in a timely manner.
1. Changing Schools (Changing the Study Unit and Study Plan)
During their stay abroad, national government scholarship recipients generally cannot change their study units or study plans. If, during the stipulated study period, they do need to change due to academic or research reasons, they should apply two months in advance to the Chinese embassy or consulate where they are registered and submit the following materials in the CSC system:
(1) Application letter: stating the type of scholarship and study status, arrival date (taking the date of departure on the "Reporting Certificate" as the reference), admission number, CSC student number, study period, reason for the application, and including mobile phone and email contact information; the applicant must sign it;
(2) Permission letter from the original foreign supervisor to change schools;
(3) Permission letter from the new foreign supervisor to accept the student;
(4) Formal official letter of approval from the sending unit at home (the letter is required for jointly-sponsored doctoral students, master's students, and in-service personnel; it should have a reference number or letter number, and the seal of the relevant department, such as the university's personnel department, international exchange department, or graduate school, is acceptable; please also include the names, phone numbers, and fax numbers of the relevant department's contact persons);
(5) Changing schools within the same university does not constitute a change of schools, but the new and old supervisors' permission letters should be sent electronically to the assigned teacher for record-keeping.
** Scholarship recipients who have been in Germany for more than a year and wish to change schools for personal reasons will not be considered. The excellent undergraduate international exchange program and other admission-time-determined study abroad programs are not allowed to change the study abroad institution once admitted.
**Study abroad personnel must obtain approval from the National Scholarship Fund Committee before changing their study abroad institution. Anyone who changes their study abroad institution and study plan without approval from the National Scholarship Fund Committee will be treated as a breach of contract, and the individual or guarantor will bear the corresponding contractual liability.
2. Delayed Return
Study abroad scholars pursuing master's or doctoral degrees are responsible for their own expenses during the extended study period. Scholars may extend their study period within one month without filing an extension application.
Extension applications must be submitted through the CSC system within two months before the expiration of the specified study period, with the following materials:
(1) Application for Extension of Stay (template available in Annex 2): stating the type of dispatch and study status, admission number, CSC student number, arrival date in Germany (based on the departure date indicated on the report card issued by the CSC), study period, application reason, and source of living expenses during the extension period, and providing mobile phone and email contact information, which must be signed by the applicant;
(2) Consent letter from the foreign supervisor for extending the stay (signed by the supervisor, including a brief evaluation of the achievements obtained and the previous stage of study and research; (1) Explain the extension period, provide a brief extension study plan, and indicate whether funding will be provided during the extension period;
(2) The funding required during the extension period shall be provided by the foreign study unit (including the supervisor) or the domestic recommending unit. If there is no such funding source, it is allowed to fund by the applicant himself/herself, but a brief explanation of the funding source shall be included in the extension application;
(3) The study plan during the extension period (please write in English or German, signed by both the applicant and the supervisor);
(4) The achievements obtained so far abroad (please write in English or German, signed by both the applicant and the supervisor).
(5) Jointly-trained doctoral students, master's students, and employees: a formal official letter of approval from the domestic sending unit agreeing to extend the study period (with the document number or letter number, sealed by the relevant department of the university's personnel department, international exchange department, or graduate school; and the contact person's name, phone number, and fax number of the relevant department). The opinion of the domestic supervisor (only applicable to jointly-trained doctoral students).
3. Postdoctoral Research
According to the "Regulations on the Administration of State-funded International Students", for state-funded postgraduates who have obtained doctoral degrees in fields of national urgent need abroad, if the visa policy of the host country allows and with the consent of the sending unit and approval from the CSC, they may continue their postdoctoral research after signing a new agreement.
(1) The grantee should apply to the embassy or consulate two months in advance to submit their postdoctoral research plan, the recommendation from the selecting unit and the foreign institution or supervisor's opinion letter. The embassy or consulate will submit their clear opinion to the CSC for approval. The specific requirements for the materials needed are the same as those for extending the return period.
(2) The CSC will approve or reject the application based on the connection between the postdoctoral research project and the national science and technology, economic development. If necessary, the CSC will organize experts to review and evaluate the application. After completing the postdoctoral research, the grantee should submit a report on the research results to the CSC.
(3) All expenses during the postdoctoral research period are to be borne by the grantee.
4. Leave of Absence
The grantee who is unable to continue their studies due to health reasons and has obtained the consent of the foreign study institution may suspend the scholarship from the month after the leave of absence begins. The leave of absence should be reported to the Chinese embassy or consulate abroad for review beforehand. If approved by the Chinese embassy or consulate abroad and the CSC, the scholarship will be resumed from the month of approval and the scholarship period will remain unchanged. If the leave of absence exceeds one year and the grantee is still unable to resume their studies, the scholarship will be terminated.
Leave of absence applications for personal reasons other than health reasons will not be supported.
Please submit the following materials in the CSC system for leave of absence applications: (1) Application Form: Explain the type of program and study status, admission number, CSC student number, arrival date in Germany (based on the departure date indicated on the report card issued by the CSC), duration of stay, and the reason for the application, and provide contact information including mobile phone number and email address. Signed by the applicant;
(2) Confirmation letter from the foreign supervisor agreeing to the applicant's return to China during the program;
(3) Confirmation letter from the study institution or university agreeing to maintain the applicant's academic record;
(4) Official letter of approval from the domestic sending institution for the applicant's return to China during the program (required for jointly-sponsored doctoral students, master's students, undergraduates, and in-service personnel; must include the document number or reference number, and can be signed by the university's personnel department, international exchange department, or graduate school, and must be accompanied by relevant documents).
(5) A certificate issued by the hospital where the applicant is currently residing;
(6) Electronic airline itinerary, used to confirm departure and return dates from and to Germany;
5. Early Return
During the period of State-funded study abroad, those who have not completed their study plan, have abandoned their qualification as a State-funded study abroad student, or have other circumstances that are not suitable for continued State scholarship funding, will have their funding terminated and be dealt with according to actual circumstances and relevant regulations.
During the period of State-funded study abroad, those who have completed their study plan in advance will have their funding disbursed until the end of the month when the study plan is completed, and corresponding early return ticket booking services will be provided.
State-funded study abroad personnel (State-funded undergraduates, please refer to the provisions in Article 6 below) who need to return to China earlier than one month (excluding) due to reasons beyond their control, should apply in advance to the relevant embassy or consulate and submit the following materials in the CSC system:
(1) Application form: stating the type of dispatch and study status, CSC student number, domestic dispatching unit (if any), study unit, study period, funding period, departure date, scheduled return date, early return date, name of foreign supervisor, research direction. Reason for early return, whether the study plan has been completed. If unable to complete the study plan as scheduled, the situation must be explained. Please indicate your mobile phone number, email address, etc. and sign the form; (2) The application should clearly state and commit to the following:
a. Commitment to informing the domestic selection unit, the foreign host institution, and the supervisor in advance of the reason for returning to China and obtaining their consent;
b. Commitment to returning to China on schedule according to the approved time for returning in advance;
c. Commitment to returning the excess scholarship allowance (if any);
d. Commitment to continuing to strictly遵守 the stipulations of the "Agreement for the Study Abroad Program Sponsored by the China Scholarship Council", and fulfilling the obligation of returning to serve the country.
(3) The applicant promises that the information provided is true and voluntarily assumes all responsibility and consequences arising from it.
** Obtaining a degree early and returning to China is considered as completing the study abroad plan in advance, but you still need to provide the above materials to process the return procedure on the CSC system.
** The distribution, deduction, and return of the scholarship living expenses shall be implemented in accordance with the financial regulations; after processing the early return procedure, the eligibility for that study abroad period shall no longer be retained. Those with breach of contract shall bear the liability for default compensation as stipulated in the "Agreement for the State Scholarship for Outgoing Students".
6. Regarding State-sponsored undergraduates
According to the regulations of the Fund Committee, the matters of extending/early return, attending international academic conferences in a third country, and changing the host institution for undergraduates shall all be submitted to the Chinese embassy or consulate abroad by the domestic recommendation unit, and shall be approved by the Chinese embassy or consulate abroad and reported to the National Scholarship Fund Committee for the record. Personal applications by undergraduates shall not be accepted. The relevant application materials required are as follows:
(1) Personal application: Explain the type of dispatch and study status, admission number, CSC student number, arrival time in Germany (based on the departure date indicated on the report card issued by the CSC), study period, application reasons, and provide mobile phone and email contacts. It must be signed by the applicant;
(2) Related consent or proof from abroad;
(3) Official letter of approval from the domestic sending institution (with a reference number or letter number, and sealed by the relevant department's personnel, international exchange department, or graduate school);
(4) If going to a third country to attend an international academic conference, a conference invitation letter is required;
(5) If changing the study institution, a new consent letter from the study institution is required.
IV. Return Procedures
National government-sponsored overseas study personnel should return on schedule (including those who complete their studies early, those who are expelled, and those whose funding is terminated early). They should submit an application for return travel expenses at least one month in advance before the end of the approved study period. Those who purchase their own airline tickets to return to China without obtaining approval from our embassies or consulates abroad, or who have been abroad for more than six months beyond the approved study period (determined at the time of admission or extended with approval) without submitting an application for return travel expenses, or who have other circumstances that are not suitable for providing return travel expenses, will have their return travel expenses discontinued.
A one-month extension for returning home does not require any extension procedures.
After returning from abroad as a national government-sponsored scholar, you should serve in China for at least two years (including those who completed their studies early, dropped out, or had their scholarships terminated early). For those national government-sponsored scholars with special provisions for the service period or those returning from national government-sponsored study programs, please follow the relevant regulations.

b. Book your return airline tickets on the Education Ministry's Study Abroad Service Platform (https://zwfw.cscse.edu.cn/) by clicking "Publicly-funded Study Abroad - Book Return Flight - Platform Login Entrance".

The username for the booking system is the CSC student number, and the password is the passport number you entered when filling out the return application on the information platform.

C. If you need to purchase airline tickets during the epidemic, please contact your designated teacher in advance and obtain their approval. Afterwards, please email your name, CSC student ID, and flight date to the designated teacher, who will then send a letter to the Study Abroad Service Center. Upon returning to China, you will need to contact the Study Abroad Service Center according to their instructions to handle reimbursement matters.
Note: Students sent by the CAS who hold yellow paper registration certificates are exempt from this regulation and should still book their tickets via email.

3. Cancellation of Residence and Bank Accounts
Before returning to China, please don't forget to cancel your residence at your local city hall (Abmelden) and, if necessary, cancel your bank account in Germany.
4. Reporting upon Returning to China
Please register your return information within 3 months after returning to China on the "National Publicly Funded Study Abroad Management Information Platform" (website: https://sa.csc.edu.cn/) and follow the reporting procedures required by your domestic selection unit, work or study unit.
5. Settlement of Scholarship Funds
According to relevant regulations, scholarship funds for the last month of the study period will be withheld temporarily and paid in full after the study period is completed and the settlement is made. If you have any questions, please directly contact the CSC email: jxj@csc.edu.cn. The settlement and payment of scholarship funds are as follows: (1) Students studying abroad can log in to https://sa.csc.edu.cn/ and click on "apply for settlement scholarship" and follow the instructions to fill in the relevant information based on their actual situation.
(2) Students who have completed their studies and returned home can log in to the homepage of the State Migration Administration's public service platform (www.nia.gov.cn) and click on "inquiry of entry and exit records" to check their entry and exit records within the past three months and upload them together with the first page of their passports. No other materials are required.
(3) For students who have been granted an extension to continue studying or working abroad after the end of their scholarship, they can apply for settlement and payment of the scholarship abroad the month after the end of their scholarship. They do not need to wait until they return to China to do so. When applying, they can select the option "scholarship period has ended, and the publicly funded student has chosen to continue studying or working abroad" on the operation interface and fill in the reason for the extension, without uploading any materials.
